Originally a term meaning what we would call small government libertarianism, the term Liberal, in 20th Century America, was hijacked by proponents of big government who shared only the personal aspects of minimal government intrusion.
Note that these newer big-government "liberals" are now themselves eclipsed by current day progressives, who have no interest in any form of individuality and are more openly influenced by Marxist-Leninism.
Note also that in Europe, the term liberal still means what is called libertarian in the US. For example, Ireland's ill-fated libertarian party was named the Progressive Democrats.
