Under Exceptions we need to vest final veto power with the Historical Preservation Committee if necessary. Deletions can occur upon a majority of HPC members exercising veto power or upon the prerogative of the HPC chair. A formal deletion request/discussion should not be necessary for an admin to do things like renaming a page (which technically deletes all the content of the existing page) or combining/reformatting pages. These are part of the ordinary process of keeping things orderly. The purpose of the review process we are establishing here is to say that we won't be actually removing things that somebody (the author() thought should be in LPedia, without first checking to see if a wider group of users think it really does belong.
