Document talk:National Platform 2002

This is pretty much a direct copy/paste of the 2002 platform, with wikification added, of course. The executive summary, however, was copy/pasted from the 2004 copy; so, if there was a change made to the executive summary in 2004, and the 2002 executive summary was in fact different from the 2004 executive summary, then it stands to reason that this page will need to be updated so as to account for this fact.
